What is Village Council?

Village Council is the body of residents elected to be the legislative authority of the Village. The primary purpose of Village Council is to make decisions about how the Village is governed.

When does Village Council meet?

Village Council meets at 6 PM on the first and third Mondays of the month at Village Hall. Notice of any changes or special meetings will be sent to local newspapers.

Who will I see at a meeting of Village Council?
Meetings of Village Council are attended by the members of Village Council, the Mayor, the Solicitor, the Fiscal Officer or Secretary, the Street Department Foreman, the Police Chief, and a representative from the Cemetery Board.

How can I address Village Council?

Anyone who wishes to address Village Council must call Village Hall by 3 PM on the day of the meeting to be included on the agenda.

Does the Village of Salineville provide fire protection?
Yes. The Village of Salineville provides fire protection by contracting with the Salineville Volunteer Fire Department to deliver those services.

Does the Village of Salineville have its own municipal fire department?
No. The Village does not own or operate a municipal fire department. Instead, it contracts with the Salineville Volunteer Fire Department, an independent nonprofit organization, to provide fire protection and emergency response services.

What is the Salineville Volunteer Fire Department?
The Salineville Volunteer Fire Department is a nonprofit organization that operates independently of the Village of Salineville. It is not a department of the Village and is governed separately from the Village Council.

How is fire protection funded?
Fire protection is funded through a Village fire levy approved by the voters. The revenue generated by the levy is used by the Village to purchase fire protection services from the Salineville Volunteer Fire Department under a contractual agreement.

Does the Village oversee the day-to-day operations of the fire department?
No. The Salineville Volunteer Fire Department is an independent nonprofit organization responsible for its own day-to-day operations, administration, personnel, training, and emergency response.

What role does the Village Council play?
The Village Council’s role is to determine the level of fire protection to be provided, approve funding, and authorize contracts for fire services.

Why doesn’t the Village operate its own fire department?
Ohio law allows municipalities to provide fire protection in different ways. Rather than operating its own municipal fire department, the Village meets its responsibility by contracting with an independent volunteer fire department to provide those services – in this case, the Salineville Volunteer Fire Department.

Why is this distinction important?
It is important to distinguish between providing a public service and operating the organization that delivers that service. The Village provides fire protection as a public service to its residents, but it does so through a contract with the independent Salineville Volunteer Fire Department rather than through a municipally operated fire department.

What is the Board of Public Affairs?

The Board of Public Affairs (BPA) is the body of residents elected to oversee the operations of sewage facility and sewage service.


When does the Board of Public Affairs Meet?
The BPA meets at 6 PM on the second and fourth Tuesday of the month at Village Hall. Notice of any changes or special meetings will be sent to local newspapers.

How can I pay my sewer bill?

  • Residents may pay their sewer bill by check or money order (made out to Salineville Public Utilities) in person with the Sewer Clerk during posted office hours, by depositing in the mail slot at Village Hall, or by mailing to Village Hall, 60 E. Main Street, Salineville, OH 43945.
  • Electronic payments are also accepted through Allpaid using debit cards and Visa, American Express, Discover, or Mastercard credit cards. Electronic payments may be made online at https://www.govpaynow.com/gps/user/cyg/plc/a0074g or by calling 1-888-604-7888 and using location code “a0074g”. Service fees may apply.

The Village of Salineville does not provide water service. Water service is provided by Buckeye Water District. Questions, comments, or concerns should be addressed directly with Buckeye Water District. Information regarding Buckeye Water District can be found at https://www.buckeyewater.com/

The Village of Salineville does not provide garbage service. However, Ordinance 11-2015, allows four private refuse companies to operate in the Village. The current approved refuse service companies are:

Taxes for the Village of Salineville are handled by the Regional Income Tax Agency (RITA). RITA is not a separate tax or a tax in addition to the Village of Salineville tax. RITA is simply the agency the Village uses to handle taxes. More information can be found at the following website:
